关于搭乘航班赴华人员须凭新冠病毒核酸检测及血清抗体检测双阴性证明乘机的通知

为减少疫情跨境传播，自11月7日起，从土耳其出发，搭乘航班赴华的中国籍、外籍乘客，须凭新冠病毒核酸检测阴性证明和血清特异性IgM抗体（简称血清IgM抗体）检测阴性证明，申领带“HS”标识的绿色健康码或健康状况声明书。【注意：土中直飞航班自11月2日开始熔断5周】

现就具体要求通知如下：

一、检测要求

（一）对自土耳其搭乘直飞航班赴华、不经第三国中转人员，应于登机前48小时内在中国驻土耳其使馆或驻伊斯坦布尔总领馆指定或认可的检测机构完成核酸和血清IgM抗体各一次采样、检测，并在获得核酸检测、血清IgM抗体检测阴性证明后，向中国驻土耳其使馆或驻伊斯坦布尔总领馆申领带“HS”标识的绿色健康码或健康状况声明书。

 特别说明：目前，土耳其官方没有公布指定或认可的血清IgM抗体检测机构，我馆正与土卫生部紧急协调，一经确定即另行公告。

（二）对自土耳其出发，经第三国中转乘机赴华人员，须在土耳其进行第一次核酸检测和血清IgM抗体检测，在中转国（赴华直飞航班起飞国）进行第二次核酸检测和血清IgM抗体检测，并分别向中国驻土耳其和驻中转国（赴华直飞航班起飞国）的使馆、领事馆申领带“HS”标识的绿色健康码或健康状况声明书。

第一次检测在土耳其进行，并于登机前48小时内完成采样、检测，获得核酸检测、血清IgM抗体检测阴性证明。

第二次检测在中转国（赴华直飞航班起飞国）进行，并于中转登机前48小时内完成采样、检测，获得核酸检测、血清IgM抗体检测阴性证明。

二、中国公民申领带“HS”标识的绿色健康码

中国公民在获得核酸检测、血清IgM抗体检测阴性证明后，应立即通过防疫健康码国际版小程序，申报个人情况并拍照上传核酸检测、血清IgM抗体检测阴性证明（建议向医疗机构索要检测结果PDF文件后截图上传）。经中国驻土耳其使馆或驻伊斯坦布尔总领馆复核通过后，可获得带“HS”标识的绿色健康码。自土耳其执飞赴华直飞航班的航空公司将凭中国驻土耳其使馆或驻伊斯坦布尔总领馆核发的带“HS”标识的绿色健康码验放乘客。请在健康码有效期内乘机，并在乘机时配合航空公司查验。

三、外国公民办理健康状况声明书

外国公民应在获得核酸检测和血清IgM抗体检测均为阴性的证明后，将有效护照资料页、检测阴性证明和申请人已签字的健康状况声明书扫描件，发送至中国驻土耳其使馆或驻伊斯坦布尔总领馆指定的电子邮箱（详见后附信息）。中国驻土耳其使馆或驻伊斯坦布尔总领馆审核通过后，以电子邮件方式将健康状况声明书扫描件发还申请人，由申请人自行打印随身携带。自土耳其执飞赴华直飞航班的航空公司将凭中国驻土耳其使馆或驻伊斯坦布尔总领馆核发的健康状况声明书验放乘客。请在健康状况声明书有效期内乘机，并在乘机时配合航空公司查验。

四、特别提醒

（一）请拟搭乘航班赴华人员认真阅读本通知并遵照执行。如您无法按要求获得核酸检测和血清IgM抗体检测结果均为阴性的证明，乘机前未能持有带“HS”标识的绿色健康码或健康状况声明书，说明您暂不符合乘机条件，需重新合理安排或调整行程。

（二）请提前认真了解我驻中转国家使领馆实行凭新冠病毒核酸检测及血清IgM抗体检测双阴性证明规定起始时间，以及我驻中转国家使领馆指定或认可的检测机构名单，并提前认真了解拟中转国家入境规定，以及中转地涉及核酸和血清IgM抗体检测的相关要求。如中转机场不具备快速检测能力，请提前办妥赴中转国签证以便入境后做好二次检测。

（三）请谨慎选择中转乘机赴华路线，避免出现在中转地无法入境或检测、健康码或健康状况声明书不符合要求等情况，造成在中转地乘机受阻、滞留等后果，增加疫情感染风险。

（四）我馆将尽快确定执行本《通知》的更多细节，请随时关注我馆官方网站、微信公众号和今日头条号。

Notice on Airline Boarding Requirements for Certificates Of Negative Nucleic Acid and Anti-Body Blood Tests Results

In order to reduce cross-border transmission of Covid-19, starting from 7th  November, 2020, all Chinese and foreign passengers who are to fly from Turkey to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark or a certified health declaration form before boarding the flight. 【Attention: TURKISH AIRLINES'  direct flights service to Guangzhou will be suspended for 5 weeks from 2nd November】

The specific requirements are as follows:

I. Test Requirements

Passengers going to China via direct flights must take nucleic acid and IgM anti-body tests within 48 hours before boarding. They must take the tests at a medical institution designated or recognized by the Chinese Embassy in Turkey/ Chinese Consulate General in Istanbul and then apply at the Chinese Embassy in Turkey/ Chinese Consulate General in Istanbul   for a green health code with the "HS" mark or a certified health declaration form with certificates of negative results of both tests.

Passengers going to China via connecting flights must take nucleic acid and IgM anti-body tests in Turkey within 48 hours before boarding their flight to the transit country and then take both tests again in the transit country within 48 hours before boarding the plane to China. Passengers must apply at the Chinese embassies/consulates in BOTH countries for green health codes with the “HS" mark or certified health declaration forms with certificates of negative results of both tests.

II. Chinese Passengers Applying for Green Health Code with the "HS” Mark

Chinese passengers must upload to the WeChat Health Code app photos of their negative nucleic acid and IgM anti-body tests results, which will then be examined and verified by the Chinese embassy/consulates. Then they will get the green health code with the "HS" mark. Passengers must present the green code within its validity period to the airlines flying directly to China before boarding. Validity period of health code is calculated based on sampling date.

III.    Foreign Passengers Applying for Certified Health Status Declaration Form

Foreign passengers must email the scanned copies of their negative nucleic acid and IgM anti-body tests results along with their passport information page and the signed health declaration form to the Chinese embassy/consulates mailbox. The Chinese embassy/consulates will then examine and verify the above information and email the stamped certified health declaration form back to the passenger. Passengers are advised to print the form out and bring the form with them to the airport. They must present the form within its validity period to the airlines flying directly to China before boarding.Validity period of Certified Health Status Declaration Form is calculated based on sampling date.

IV. Reminder

Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" mark or a certified health declaration form with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.

If you must go to China via connecting flights, please check the transit country's entry regulations and its nucleic acid and IgM anti-body tests requirements beforehand. Failure to enter the transit country or meet the requirements regarding the tests, the green code or certified health declaration form could result in being stranded and heightened infection risks.
